Wow, seems like Google didn't do a very good job of propagandizing Google + 
I don't think using this social media would be a great idea because, well, we already have facebook for that very purpose.
But since you asked, in order to create Google plus page, you'll need a Gmail account first of all. Then on Google platform, you'll be able to discover all of Google features (G-drive, G-photos, G+...)
