A few of my own personal experiences and thoughts on this.

Url structure is most important for the users experience first and SEO second. But it IS necessary for both.

At the moment, it is important to include your keywords in the url pages. Do this in the best way that structures your topics for the website, but at the same time does not affect the user's experience.

As for the arrangement of the category and subcategory, try to keep this following your sites structure and flowing in the proper directions for maximum link authority.

And only create a category if you are going to use it. Empty categories don't look good. Let your content dictate additional categories if needed.

For example, You may want to tie certain categories together, and other times you may need to keep them separated. Thinking ahead with how this plays out in your website's structure will ultimately affect its visibility and how topics relate to each other in google's eyes.
