Download all of your website files and upload in new cpanel files manager ,....Next download your old database . Create new database in new cpanel account... assign user to it ..., Later upload the downloaded database to new database created. Update configuration.php or settings.php or config.php of any web application( let it be wordpress, magento, joomla, etc ) add the new database name, username, password.
Once you done the things as above, Later update DNS records in your domain registrar panel..

John did step by step instructions to do it yourself. It takes time for everything to get setup.

Godaddy has managed wordpress hosting acccounts that have migration feature to move wordpress blog over but you pay more.

In general, the new web host is willing to offer a website migration service for the new customer. But you intend to do it yourself without the tech support from the new web host, VPSrobots is helpful to you. I used it and transfered my website successfully without any help.
