Penguin update treats with scanning through link profile of a site. You have to check the links pointing the site by using tools like AHREFS and set up a rundown of low-quality links. You will have to try to get those links deleted like emailing the website admin. Assuming in some way or another, you are not able to remove a few links then we should use Google's disavow tool to devalue the remaining links from hurting the site. By removing poor quality or broken back-links through Google Disavow tool and create high quality back-links in high DA sites. Also avoid Black Hat SEO techniques.
