It's hard to grow a FB page from scratch. People don't want to engage with that kind of service until they believe it's already established, legitimate and popular. An initial investment in legitimate likes, reposts to popular blogs, or other ways to drive engagement early on can give you a base of likes and comments that you can use to attract more, genuine users. Once you have an active userbase, you can push material out through their social networks virally and build traffic organically from that point on
