It depends on what your useing the vps for. If vps is for website located in uk it is good to host site in uk and if not you can host site any place.
Thier are alot of hosting companies that have servers in uk and a few other countries in eu. Figure out if you want vps that is linux vps or windows. Then if you want cpanel or cpanel alternative. Just make sure to seo domain and register it for longer than a year same goes for hosting.
I would not use hosting that charges upgrade fees or setup fees. I do not like sites that you need coupons every time you renew hosting either.
