Dropped Support for Windows 95

Running PHP on the Windows 95 platform is not supported anymore due to Windows 95 does not support the functionality that PHP uses. Because Microsoft officially stopped supporting it in 2002, the PHP development community decided that dropping the support was a wise decision.

Added support for using empty() on the result of function calls and other.We will not provide binary packages for these Windows versions anymore after PHP.

Firefox, Thunderbird, OpenOffice.org, Sunbird, GIMP, Pidgin, etc all have dropped Windows 95/98/Me support.
