it's depend on blog content and your comments, generally people doing spamming, but if you post a regular and genuine comment then you will get good response.

I completely agree with you, now a days the reason why Blog commenting is considered as spam and not effective is because people are just posting irrelevant comment to get the backlinks irrespective of whether the blog is of their niche or not.

And also using Anchor text in place of user name is a kind of spam.

Still Blog Commenting is effective only if you are posting on the niche blog and using the anchor text only if required and allowed and not in place of user name.

Blog comments offer no follow backlinks. Modifying them to do follow by unethical means will cause spam and can harm your website ranking in search engines.
