Does site update affects pagerank ?

Hi, I just made a new version for my site.
(it's not yet uploaded)

I want to ask these :
1) Will this, affect google's page rank for my site ? Right now, I have pr:4, and the h1,h2,h3 tags will be different.
Also, the pages titles, the metadescriptions and the main content (slightly) will be change. Will this affect my site's current position at search results?
2) Will i have to re-submit my new site to webmaster tools ?
 
1) Technically, yes, a site overhaul can impact PR If you already had pages with PR & changed/deleted pages or internal links without doing proper 301 redirects (If needed).

Like Mike said, you'll never know the PR because it's no longer made public for new webpages. The PR you see on old pages/URLs is a couple years old so If those exact webpage link profiles ever changed then the PR shown today would be incorrect.

2) No If it's only changing minuscule things.

If it's a complete site overhaul with all new site structure, sure, add an xml sitemap to WMT to give Google a heads up the site has made drastic changes. Note, If you're already ranking pages a complete site overhaul will drop ranked pages like a brick If you don't know what you're doing
 
Obviously it will effect your page rank as all the contents of your website will be changed and it needs to be crawled by webmaster again to make it better for doing SEO on it. One of the best technique that will help you to retain your position in Google search engine without submitting your website in Webmaster is redirecting your old URL in to the newly made websites URL. It won't affect your ranking at all. Try to do it.
 
I won't affect the page rank of your website, as Google is less bothered about updating page rank. But yes, your keyword positions can change depending on the updates you have. You can submit the new design to your webmaster tool and get your website indexed faster to get the changes effective.
 
Yes, website update effects the page rank if the contents used in it are of low quality and it doesn't optimized as per the Google algorithms. Even if your keywords are also not placed in your website properly then also it will effect your page rank. So, do check these things prior updating your website.
