Google Plus works vigorously and Google has really given their Add button a big advantage when it comes to ranking their own factors. That is the phenomenon. Now they have full control. So you choose join the Plus club or you lack a valuable ranking factor?

No, Google+ is become too complex to post, share & like. I have left to use it.

Google plus Button allows users to vote for a website and recommend it to Google for a related keyword. I think there are some important things like plus one, business page etc that can directly affect the SEO Algorithm at Google.

Not really. Links from any social media site (Facebook, Twitter, Google+) don't affect that much from SEO perspective. We can only use social media to get referral traffic and for branding purpose (not for links). Hope that helps.
