HTML tag is just opening or closing entity, where as HTML element encompasses opening tag, closing tag, content (optional for content-less tags)

An HTML element represents some kind of structure and generally consists of a start tag, end tag, and an content. Element is referred to, the content present inside an opening and closing tag and that complete tag with its content are referred to as HTML Element.

HTML tag refers to a tag name surrounded by opening (“<”) and closing (“>) brackets and this Tags are used to mark up the start and end of an HTML element.
