I have worked with wix and weebly they are good to begin with.
Yeah no doubt Wix and Weebly are very good platforms for the Web design and graphics.Mainly these tools are used now a days.Other than this you can also work on Dreamweaver etc.However if you want to rank the site and other techniques in this field so have a look on http://checkedsitelist.com.

For creating website use notepad++ it is good for experience for starters....
