Well both On-Page SEO and Off-Page SEO is important for any website if you want to improve the rank of your website on search engines. You have to create back-links for your website in high DA sites so that your website can improve its rank faster.
Content plays a major role in SEO then back-links comes.

Off-page activity is very important as like on-page. By on-page activity you can rank better but for improvement in rank or for traffic you have to do link building.
It includes different types of activity like blog posting, guest posting, Directory submission, Local business listing, Social circulation. Please find high authority directory submission or local business listing because if you have added your link in spamming sites your site will penalize by Google.

Off Page plays a vital role in terms of SEO, but don,t forget the importance of Content, as we all know that Content is king in SEO.
I think we can totally do SEO without backlinks, however we need a strong content and at least we need to share all most content on social platforms such as Facebook, Twitter, G+, Pinterest,...Because nowaday, Google search algorithm consider social signal is one of the most important signal in search engine ranking. If you have both content & social signal, your website will have a chance to get high ranking on Google although you don't have backlinks as normal

Small or big contribution in SEO makes SEO as a whole so for me I backlinks plays an important role in SEO.
