Banned The Use Of Plastic Bags...?

I don't really understand the plastic bag saga. If plastic bag are left to fly around I get it's not a good think but think about the resources and the cost used to create reusable bags when someone can recycle his plastic bag and donate the money a reusable bag cost to an environmental compagy
 
In many countries of the world, there has been a phase-out of lightweight plastic bags. Single-use plastic shopping bags, commonly made from high-density polyethylene (HDPE) plastic,[1] have traditionally been given free to customers by stores when purchasing goods—a popular method considered a strong, cheap, and hygienic way of transporting items. Problems associated with plastic bags include use of non-renewable resources (such as crude oil, gas and coal),[2] disposal, and environmental impacts.
 
The ACT banned plastic bags on 1 November 2011.

Single-use plastic shopping bags litter our environment, harm wildlife and require valuable resources to manufacture. The Northern Territory, South Australia and Tasmania have also banned single-use plastic shopping bags. More states and territories will likely follow.

The ban has reduced plastic bag use, with shoppers encouraged to bring their own bags. Overall the ban has reduced the volume of plastic bag waste going to landfill by around one-third.

The ban applies to all retailers in the ACT for single-use, lightweight polyethylene polymer plastic bags that are less than 35 microns in thickness (these are the thin plastic bags with handles that were typically supplied at supermarkets check-outs). The ban does not apply to other bags such as barrier bags for fruit and vegetables.
